17 and 18 are a brother and sister created by Dr. Gero. By the time the Cacklers met them, they were hunting their maker. Twenty years later, Perfect Cell hunted them.
History
The Cacklers first saw 17 in Gero’s lab beneath Grimscale Tower, a body in a stasis pod labeled “17.”
After the fight with Chandra the Chaotic, the party overheard a man and a woman in the main area arguing about the “coward” Gero, who had fled. Oolong imitated the doctor’s voice to make them hesitate. The pair hovered down and introduced themselves as 17 and 18.
The two sides traded insults (“You want a fuckin cookie?” and “The fuck did you just say to me?”) along with information. The siblings told the party that Gero had fled to Muscle Tower and took his journal in exchange. They left with a warning: “if we do cross paths again, and you smart off to me like that one more time, I’ll make sure you know your place.”
Dr. Briefs later reported that Gero had fled Muscle Tower too, because his creations were looking for him to kill him.
Campaign 1.5
Twenty years on, 17 had not aged. He caught up with The Cacklers and said the “good old doctor” had programmed him and his sister to want to destroy everything. They didn’t want to, and found other ways to cope. He wanted wide-open wild country to watch over, and the Cacklers’ talk turned to the Tabasco Forest. Nobody, he said, could send him messages or scry on him (C1.5 Chapter 01).
Perfect Cell said he would be perfect once he absorbed 17 and 18, his “cousins.” In the Tabasco Forest, the Cacklers rescued a blonde young woman from an owlbear who said she had been separated from her brother, and they took her to the river where 17 was hiding. 17 was relieved to see “18” alive. She hugged him and said, “Now that I’ve found you, I can finally be perfect.” It was Cell. His barbed tail burst out of “her” back and engulfed 17, and Perfect Cell emerged (C1.5 Chapter 02).
After Cell was destroyed at The Cell Games, the Cacklers summoned the dragon with the Star Orbs and wished to restore the lives of everyone Cell had killed and absorbed. That brought back 17 and 18 (C1.5 Chapter 03).
