Character art from Dragon Ball (Akira Toriyama / Toei Animation).

Emperor Pilaf is the man who released King Piccolo and lived just long enough to regret it.

History

When Oolong scried on Meo, the party saw that Pilaf had the jar holding Piccolo’s soul and watched him unseal it before the vision cut out. With Piccolo free, Pilaf held West City from his castle, where Meo and his partner Mai sat in a makeshift third-floor prison.

Piccolo’s children later dragged the people of West City into the streets for Pilaf’s grand speech. Pilaf told them, “To the citizens of West City, I offer you no choice but to bow before me. Your loyalty is irrelevant, as your fate is sealed. You will suffer under my rule, your lives reduced to mere pawns in my grand game of power.”

Piccolo grew more irritated as the speech went on. He finally yanked Pilaf into the air by his arm. Pilaf shouted, “What are you doing?!” Piccolo answered, “Ridding the world of your foolishness,” and bit down on Pilaf’s skull with a sickening crunch.
