The Sugar Cartel, whose members are called Sweetfangs, is the Velvet Truffle Company’s asset acquisition and special forces branch. It sits just below the Board of Sweet Lords in the company’s chain of command.

Known activity
In Session 71, Escher overheard a briefing to Cadbury Vex in which the Sugar Cartel reported that Khalor had fully completed his assignment in the Salt Desert and was being recalled to Choco Island within the week.
